The United States is considering a sweeping new sanctions measure that could have serious implications for countries continuing energy trade with Russia, including India. A bipartisan sanctions bill introduced by Republican Senator Lindsey Graham and Democratic Senator Richard Blumenthal seeks to authorise US President Trump to impose tariffs of up to 500 per cent on nations that purchase Russian oil, gas, or uranium.

The proposed legislation is aimed at tightening economic pressure on Moscow and curbing what US lawmakers describe as funding for Russian President Vladimir Putin’s war machine. Under the bill, countries that continue to buy Russian fuel and nuclear materials could face not only steep tariffs but also secondary sanctions, significantly raising the cost of trade with the United States.

The timing of the bill is significant, as Russia continues its prolonged war and Western nations attempt to isolate Moscow economically. Supporters of the legislation argue that stronger measures are necessary because existing sanctions have not fully stopped revenue flows from Russian energy exports, particularly to countries outside the Western alliance.

If enacted, the bill would give the US President broad discretion to impose punitive tariffs of up to 500 per cent, making it one of the toughest sanctions frameworks proposed since the start of the Ukraine conflict. Analysts note that such measures could escalate global trade tensions and place countries like India, which imports Russian oil for energy security reasons, in a difficult diplomatic position.

While the bill has bipartisan backing, it is expected to face intense debate due to its potential impact on global energy markets, inflation, and international relations. For now, the proposal signals Washington’s intent to significantly raise the cost of doing business with Russia at a critical stage of the conflict.
